On 30 July 2025, the Defence Industries Corporation of Nigeria (DICON) signed a landmark Memorandum of Understanding (MOU) with Rovin Guard Nigeria Ltd (RGNL) to expand local production of ammunition, small arms, drones, and advanced defence systems.
This partnership directly supports Nigeria’s 2027 target for self-sufficiency in defence manufacturing, as outlined in the DICON Act 2023, and strengthens Nigeria’s position as a regional hub for defence production.
Speaking at the signing ceremony, Maj Gen Babatunde Alaya, Director-General of DICON, said: “This partnership strengthens our defence base and positions Nigeria as a regional production hub.”
Also present was Dr. Gazzali Buhari, Chairman of RGNL, who expressed commitment to establishing world-class facilities to support the Armed Forces of Nigeria and other security agencies: “We’re ready to build state-of-the-art facilities and deliver tailored solutions for AFN and security agencies.”
The MOU signing marks a significant step toward building Nigeria’s Military Industrial Complex, leveraging public-private partnerships to achieve sustainable defence manufacturing.
